Customs declarations are required for all international parcels including Guam, APO/FPO,
New Requirements for International Mail. The U. S. Postal Service has announced that all international (including APO and FPO) mail over 13 ounces and packages require an electronically printed online Customs Declaration Form, Form 2976 or 2976-A. The form cannot be accepted if it is handwritten. The forms can be found online for completion at http://webapps.usps.com/customsforms. To determine which form to use see http://ircalc.usps.com/customsformscalculator.aspx. Also, the package must be presented with the signed, dated and printed forms with the appropriate UP Chargeback information supplied to mailing services for metered postage to be applied.
