CARES Act Higher Education Emergency Relief Funds

University of Portland has signed and returned the certification forms for the allocation of $2,672,004 from the Coronavirus Aid, Relief, and Economic Security (CARES) Act Higher Education Emergency Relief Fund, which provides financial support to higher education institutions for covering expenses related to the disruption of campus operations due to the COVID-19 public health emergency. Fifty percent of these funds in the amount of $1,336,002, will be provided to eligible students who have incurred expenses such as child care, food/meals, housing, technology or travel expenses. Funds will be split evenly among all eligible students who apply.

We have identified 3,334 potentially eligible students who attended classes during spring semester. These students were sent an email on May 19, 2020 to their UP email address with information on how to submit the certification application. The deadline to submit the certification application is has been extended to September 15, 2020.

Funds will be disbursed on a rolling basis from confirmation of eligibility and may take up to three weeks to be processed through the Office of the Controller.

Eligibility

Eligibility includes the following:

  • Must have attended classes during spring semester 2020 as a matriculated student
    • Must not have been considered an online student before the campus disruption
  • Returning students must demonstrate Title IV eligibility via an official processed 2019-20 or previous year FAFSA (verification completed, if selected and no C flags, not defaulted on federal loans, etc.) Note: As some otherwise eligible students have declined their payments, eligibility is now conditionally extended to 2020-21 FAFSA filers for registered students who attended spring semester and who are otherwise eligible per the eligibility notes herein. Payments to 2020-21 FAFSA filers will be made on a first-come, first-served basis as funds become available.
  • Students who graduated at the end of spring semester, must have been otherwise eligible to apply
  • Students who have withdrawn from the University must have completed spring semester successfully and otherwise been eligible to apply
  • Must not be on financial aid suspension

The deadline to submit the certification application has been extended to September 15, 2020. This deadline is final.
