Insurance Requirement and HCC Costs


Services provided through the Health and Counseling Center are offered either for free or at minimal cost, regardless of insurance status. Visits with all Health and Counseling Center providers are free. Medications, injections, medical supplies, and diagnostic or laboratory studies are supplied for a nominal fee. 


The University believes that a solid health plan is vital to the well-being of our students. As such, all full-time undergraduate students are required to carry medical insurance and are automatically enrolled in a PacificSource Health Plan. Students with comparable existing health insurance coverage may complete an online Health Insurance Waiver

Part-time undergraduate and all graduate students are not required to participate in the University group insurance plan and are not automatically enrolled. Part-time undergraduate students and graduate students who would like to participate in the University group insurance plan can contact student accounts for more information.

The waiver form for 2018-2019 will be available in mid-July. Please have your health insurance ID card available to complete the waiver form.

The deadline to complete the waiver for fall 2019 August 30, 2019.

The deadline to complete the waiver for spring 2020 January 17, 2020.
*Only applicable to new and returning students who were not enrolled on campus fall semester

Waiver Requirements

  • Your plan provides access to health care providers in the Portland, Oregon area for emergency and non-emergency conditions. (Note: Plans that provide benefits only for emergency and/or urgent care do not satisfy this criteria.  If your HMO offers guest privileges in the Portland area, you can potentially meet this criteria by obtaining guest privileges.  You must contact your insurer to receive guest privileges prior to waiving coverage).
  • Your plan covers inpatient and outpatient mental health care within the Portland, Oregon area (Emergency only coverage does not satisfy this requirement).
  • Your plan is currently active and you agree to maintain health insurance coverage throughout the entire 2018-2019 academic year.
  • Your plan meets the requirements of the Affordable Care Act.

Once your online waiver application has been submitted, it will be checked for accuracy. You will receive an email within 5-7 business days notifying you that we need more information if it looks like your coverage does not meet the waiver requirements.  The premium charge will remain on your student account until more information is received that meets waiver requirements.

If your waiver is approved, please allow 5-7 business days for the waiver credit to be posted to your student account.
