An Update on Higher Education Emergency Relief Funds (HEERF)

Using three different spending bills, the United States Congress has authorized payments to institutions of higher education and their students to partially offset the financial impact of COVID-19 on teaching and learning.  Funding for the Higher Education Emergency Relief Funds (HEERF) was secured through the Coronavirus Aid Relief and Economic Security Act (CARES Act), Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and the American Rescue Plan Act (ARP).

The University of Portland (UP) has received a total of $13.3 million since April 2020 based on government calculations that consider both the number of Pell Grant-eligible students and the number of total students enrolled here.  Per the various acts, a portion of these funds were ear-marked for direct aid to individual students.  The remainder was available to cover institutional costs and revenues lost as a result of the pandemic. 

The table below describes how UP has applied these grants.  To date, 3,365 UP students have received direct payments ranging from $371.11 to $2,651.62; and that another 2,187 students will be eligible for payments ranging from $660.29 to $1,320.58 starting on September 21, 2021, depending upon the student’s degree of financial need.  Eligible students will be notified of the process to apply for the latest round of direct aid next week.
