About

Joseph P. Hoffbeck is a Professor of Electrical Engineering at the University of Portland's Donald P. Shiley School of Engineering. He holds his B.S., M.S., and Ph.D. all in Electrical Engineering from Purdue University.

Dr. Hoffbeck joined the faculty at UP in 1997. His teaching spans introductory engineering computing through advanced digital signal processing and communication systems, at both the undergraduate and graduate levels.

His research focuses on real-world applications in digital signal processing and communications systems, with particular interests in developing low-cost educational platforms for teaching real-time DSP and communication systems, and engineering education more broadly. He has published regularly with ASEE and collaborated with colleagues including Heather Dillon and Timothy Doughty on cross-disciplinary curriculum development.

Joe has a strong record of institutional and professional service spanning nearly three decades at UP. He has served multiple terms as Chair of the Electrical Engineering Program, currently holding that role since Spring 2025, and has contributed to numerous university governance bodies including the Academic Senate, the Committee on Rank and Tenure, and the Faculty Compensation Committee. Within the Shiley School, he co-chaired the 2025 Dean Search Committee, served as the EGR111 coordinator, and founded and advised the Engineering World Health UP chapter. Professionally, he serves as a reviewer for leading engineering education conferences and journals including ASEE, Frontiers in Education, and several IEEE publications.
