Chelsey Chan (Business), Benjamin Dobre (Nursing), and Lissette Beltran-Juarez (Social Work, Spanish) are among 3,500 undergraduate recipients nationwide — out of a record 17,000 applicants — awarded Gilman scholarships for the 2024-25 cycle.

In the coming year, Chan will study in Japan, Dobre will study in Austria, and Beltran-Juarez will study in Spain.

“By studying abroad, I strive to continue developing my Spanish competence — attaining cultural competence and expanding my cultural humility,” Beltran-Juarez said. “I hope to be able to apply my learnings from Spain not only to my remaining three years at UP but also to my future profession.”

An initiative of the U.S. Department of State, the Gilman Program provides study abroad experiences under a three-pronged mission:

  • Develop a generation of future American leaders with the career skills and international networks to advance U.S. national security and economic prosperity.
  • Support young Americans to gain the professional skills, language abilities, and knowledge of the world needed for successful careers.
  • Expand the destinations where U.S. students study and intern abroad, in order to build relationships, foster mutual understanding, and represent American culture and values, critical to national security.

“We are incredibly proud that Chelsea, Ben, and Lissette have been recognized nationally in this way and we are confident that they will do an excellent job of representing the University of Portland abroad,” said Dr. Cara Hersh, PhD, Assistant Provost of Undergraduate Scholarly Engagement.

Gilman Program applications for the 2025-26 cycle are due in October. Interested students should contact the Office of Undergraduate Scholarly Engagement.
